Principal John O'Neill has earned his chops as a turnaround expert. In the past ten years, he has helped turn around two schools in two different states--no mean feat for a man who once struggled in school.

As principal of Forest Grove High School in Oregon, he has presided over a dramatic surge in test scores and graduation rates. In addition, many more low-income students have been signing up for challenging AP courses since O'Neill arrived in 2002. (Read our story about Forest Grove here.)

O'Neill recently told us about his school's journey from mediocrity to distinction. Some big lessons emerge from his story of school turnaround:

  • Create a climate of personal attention to student needs.
  • Do not remediate. Accelerate.
  • Build broad commitment to change.
  • Go for early, visible successes.
  • Create reforms for the long haul.

Public School Insights: There has been a lot of talk recently about school turnarounds. I understand you have actually turned around two different schools. Is there some kind of a broad prescription, do you think, for a successful turnaround strategy?

A decade ago, Interlake High School was the lowest-performing school in the Bellevue, Washington school district. Now, students thrive on a rich diet of demanding core courses. Student achievement rose steadily as more and more students opted for challenging AP and International Baccalaureate coursework. (See our story about Interlake here)

Principal Sharon Collins chalks her school’s success up to the ambitious de-tracking effort she launched when she became principal. The school eliminated the lowest-rung courses and urged students into the more challenging AP and IB routes. Key to this strategy was early and sustained support for struggling students.

We recently chatted with Collins by phone:

Public School Insights: I understand that about ten years ago, Interlake was the lowest-performing school in the district. What changed?

Collins: Well, there were quite a few components that came into it. One of them [is that] the school went through huge remodel. We got an opportunity to reinvent ourselves when we moved into the new building.

When I first came there, I met with every staff member for a 20-minute interview. We talked a lot about curriculum and climate. Those two things were the focus for the school. I instituted a whole committee to work on the ...

When Daniel P. King came to the Pharr-San Juan-Alamo school district in 2007, the district’s dropout rate was double the Texas state average. Now, it is half the state average.

How did the district do it? Dr. King and his colleagues created a College, Career and Technology Academy to steer dropouts--some as old as 25--back onto a path towards graduation. Not only do those students gain the skills and course credits they need to graduate, they also gain college credit along the way. (See a story about the Academy in our success stories section).

King recently spoke with us about the district’s remarkable success.

Public School Insights: What prompted you to create the College, Career & Technology Academy in the first place?

King: I was entering new into the district. I was moving from a small district to a large district, and I was overwhelmed when I saw that the district had a dropout rate that was twice the state average. The prior year had seen approximately 500 dropouts.

When I asked for an analysis of the 500 dropouts from the previous year I found that not only was there the typical freshman bubble (where students don't make it past the ninth grade, get stuck there and ultimately drop out), but there was [also] a relatively new phenomenon that I call the “twelfth grade bubble, ” [caused by] exit testing and rising standards.

According to a new report by Arizona’s conservative Goldwater Institute, Arizona’s high school students are woefully ignorant of U.S. history and civics. By now, we’re all used to these kinds of studies, but one finding in particular stopped me in my tracks: The researchers found that only 26 percent of students surveyed could identify George Washington as the nation’s first president.

Twenty-six percent? Can that really be true? That finding just seems hard to swallow—though the media have apparently swallowed it whole.

Don’t get me wrong. I certainly do not think American students’ knowledge of civics and history is nearly what it should be. A report by Common Core pointed to very troubling gaps in high school students’ knowledge. But even in that report, 73 percent of high school students could identify George Washington as the commander of the Continental Army during the American Revolution. If they knew that, they presumably also know he was our first president.

So what gives? Who were these students in the Arizona Study? How many were English Language Learners? How many took the telephone survey seriously? Are Arizona high school students that much more ignorant than students in the nation as a whole? Are the open response questions used by the Goldwater Institute that much more difficult than ...

A friend of mine, Jan Lombardi, is the education policy advisor for Montana’s Governor, Brian Schweitzer. Recently Jan forwarded me a “Learning First” newsletter and pointed to an article titled “Learning in the Community: Teen Filmmakers Talk About Their Work and Its Impact on Their Lives”.

After reading this inspiring story, I reached out to Claus von Zastrow. Perhaps he’d be interested in a pretty cool media program here in the Bitterroot Valley in rural Western, Montana.

In 2004, we created MAPS: Media Arts in the Public Schools. (Be sure to visit our website and Youtube page.) The initial goal was to educate under-served, rural students in the media arts--and since ‘movies’ are cool, there was a healthy and eager response. ...

Rules that would allow schools to get credit for students who take more than four years to graduate are causing some debate. Critics of the rules worry that they relieve necessary pressure on high schools to improve their four-year graduation rates. Supporters argue that they encourage schools to take a chance on students who would drop out in four years.

NSBA's Center for Public Education offers some insight into the issue. The Center recently studied the academic performance, academic attainment, job prospects, civic involvement and health of people who take longer than four years to graduate. Center researchers concluded that:

On-time graduation remains the best prospect for students, and districts should make on-time graduation the first priority for all students. But the extra work late graduates and their schools put toward earning a high school diploma pays off—not only in academic ...

Last week, teen filmmaker Jasmine Britton told us about the impact of her filmmaking on her life plans and academic prospects. Reel Works Teen Filmmaking, a Brooklyn-based non-profit organization, has reinforced Britton's academic skills and strengthened her motivation to go to college.

This week, we're sharing our recent conversation with Reelworks filmmaker Isaac Schrem, who expands on themes introduced by Britton. Shrem describes how his school's arts programs, together with filmmaking opportunities through Reel Works, shaped his professional aspirations.

Tell me about the film you made, The Other Side of the Picture.

ISAAC: I was always interested in filmmaking, but I didn't know exactly what I wanted to with it. I went with the phrase, "Write what you know." The one thing that I knew or wanted to understand, at least, at the time, was the situation with my parents, and my father leaving us and going away to Paris. So I went with that story.

Jasmine Britton is one of a small but growing group of talented teen documentary filmmakers whose work is winning accolades from educators and critics alike. I recently had the chance to chat with her about her documentary work and its impact on her education and life. Jasmine, who attends high school in Brooklyn, is quite outspoken in her opinion that more schools should offer students opportunities similar to those she has enjoyed.

Together with her peers at Reel Works Teen Filmmaking, Jasmine is working on a new documentary about U.S. national parks that will serve as a companion piece to Ken Burns's forthcoming documentary on the same subject. Reel Works is a Brooklyn-based non-profit organization that helps over 150 teens each year conceive, plan, film, edit and promote original documentaries. Last year, Over Here--a Reel Works documentary about the World War II homefront--aired on New York public television station Channel Thirteen.

In our interview, Jasmine describes her first documentary, a tribute to her mother entitled A Message to Marlene. She also credits her experience at Reel Works with motivating her to think much more earnestly about college. Finally, she urges educators to make the Reel Works experience much more accessible in schools.

A number of blogs have recently picked up the trailer for Whatever it Takes, a documentary about a high-performing urban school in the Bronx.  If the 10-minute trailer is any indication, the film will be powerful and inspiring.  Still, like many fictional or documentary films that celebrate a set of heroic students and educators working against all odds, the film raises some important questions.

For one, we should be careful not to absolve entire systems--school systems, communities, voters and policymakers--of their shared responsibility towards the nation's most vulnerable children.  After all, it takes systemic solutions--advanced through collaboration among leaders, front-line educators, communities and, yes, policymakers--to spread the wealth beyond disconnected islands of excellence.  (Indeed, the Learning First Alliance report Beyond Islands of Excellence focuses on lessons on systemic improvement drawn from five successful districts.) ...
