Walking into Anna Booth Elementary early in the morning is like gulping a double shot of espresso. The new school building buzzes with energy. Every classroom is a hive of activity, and there’s a palpable intensity in the air. The faculty and 530 students are ready to begin a jam-packed day of instruction, intervention and powerful learning.

The Long Turnaround

Results:
• Math proficiency grew from nearly 20 percentage points below the state average in 2006 to the state average in 2009
• Reading proficiency grew over 15 percentage points between 2004 and 2009, staying consistently above the state average

• Named a 2008 National Title I Distinguished School based on "exceptional student performance for two or more consecutive years"

 

According to the numbers, Central Elementary School in Roundup, Montana, seems to fit the currently fashionable definition of a “turnaround” school. After many years of below-average test scores, the school has recently made double-digit gains in the number of its students meeting proficiency on the statewide assessment. In true turnaround fashion, that improvement appears to have happened in a very short period of time.

As recently as the 2005–2006 school year, for example, Central’s math score was nearly 20 percentage points below the state average. In the following school year that proficiency rate went up by 16 percent, and by 2007–2008 the school was six points higher than the state average in math. Going the Distance

Results:
• In 2008, 73% of students met or exceeded state proficiency standards in mathematics, up from 35% in 2004 (statewide proficiency rose only 4% over that time)
• Reading proficiency increased 19% between 2004 and 2008 (statewide proficiency saw only slight improvement over that time)

Even before the advent of No Child Left Behind (NCLB), Mountain View Elementary was cast as a struggling school. In 2000, only about 20 percent of the Title I school’s third-graders read at grade level. “It was our highest need school in the sense of the highest poverty rate, a very high mobility rate, and very low student performance,” remembers Carol Comeau, who became Anchorage School District’s superintendent that year. “Even though they worked really, really hard, it was just a low-performing school overall.”

In the infancy of NCLB, Mountain View continued to post some of the district’s lowest scores and was labeled “in need of improvement” after not making adequate yearly progress (AYP) for two consecutive years. But, change was afoot in this older one-story building. A charismatic leader, committed staff, additional district and federal funding, and an emphasis on direct instruction in reading helped the school start turning around.

Feinstein Elementary School Cooks Up Success

Results:
• Between fall 2005 and fall 2009, the percent of students scoring proficient or better in mathematics on the New England Common Assessment Program (NECAP) more than doubled, increasing from 14% to 31% 
• In fall 2009, 52% of students scored proficient or better in reading on the NECAP, up from 29% in fall 2005

Named after philanthropist Alan Shawn Feinstein, who is said to have established the first-ever public high school with community service as its theme, Alan Shawn Feinstein Elementary at Broad Street in Providence, Rhode Island, serves a largely Hispanic population, many of whom have emigrated from the Dominican Republic and Puerto Rico. Of the nearly 400 children enrolled, 90 percent qualify for subsidized meals, an indicator of the school's poverty level.

A Change of Direction

• In 2011, the percentage of Cashman students meeting or exceeding state standards was higher than the state average on both reading and math tests in grades 6, 7 and 8,* despite Cashman serving a significantly more disadvantaged population than the state as a whole

School improvement demands focus. Staff members at James Cashman Middle School in Las Vegas (where 100% of students qualify for free or reduced-price lunch) believe that student achievement comes from challenging every student and ensuring that no student is overlooked.

Adopting this belief couldn't have come at a better time for the school. Cashman's students were struggling. The school was in the third year of school improvement, about to be taken over by the state. Teachers had been trained in a myriad of improvement programs, yet progress was excruciatingly slow. ...

Turnaround in Tennessee

• Math performance in the district continues to improve, with 59% of 3rd graders scoring proficient or advanced in math in 2012, up from 52% in 2011 and up 4% from the state average. Performance in 7th grade math is also up.
• 42% of 7th graders scored proficient or advanced in reading/language arts in 2012, up from 40% in 2011 and 38% in 2010.

A 2000 report on the performance of elementary and middle schools in Tennessee presented Hamilton County with some sobering news: it was home to nine of the 20 lowest-performing schools in the state.

In response, local foundations and the Hamilton County Department of Education embarked on an effort to improve student literacy in the low-performing schools, all of which were located in poor, urban neighborhoods in Chattanooga. The focus of the effort: embedded professional development and the creation of strong leadership teams in the targeted schools. ...

Creating a Learning Environment--Moving from Chaos to Achievement

How could Dayton's Bluff Achievement Plus Elementary School, a school so troubled that children rode their bikes in the hallways, become a beacon of achievement and learning? The transformation took leadership, vision and a willingness to turn a chaotic place into a nurturing learning environment.

A K-6 urban school that draws almost 90% of its students from low-income families, Dayton's Bluff was by all accounts out of control. Overall discipline was inconsistent and the learning environment was in shambles. Nine out of 10 students could not read at grade level. Teacher morale was low and turnover high. • On average, 90% of students in grades 2-5 met or exceeded State Standards in reading and math on Delaware’s annual assessment (DSTP) in 2009

The Frankford Elementary School motto is "A Place for Everyone."  And, over the years, the school has proven that everyone can succeed if provided with individualized attention to meet specific learning needs.

Frankford Elementary sits in a small, rural community just ten miles from Bethany Beach, a summer vacation resort.  Despite the school's proximity to expensive beach homes, most of the school's students come from low-income households. Seventy-eight percent of Frankford students qualify for free or reduced lunches.  The student body is 43% Hispanic, 29% White and 26% African American. ...
