Breaking: Food Lowers Test Scores

Ask South Carolina Lt. Governor Andre Bauer about free lunches for poor children, and here's what you'll get:
My grandmother was not a highly educated woman, but she told me as a small child to quit feeding stray animals. You know why? Because they breed. You're facilitating the problem if you give an animal or a person ample food supply. They will reproduce, especially ones that don't think too much further than that.

Um, I'm no great fan of
Um, I'm no great fan of subsidized school lunches... but this sounds like a eugenics-based argument to me. I mean, a child's test scores are the sum total of his value as human being, right? Maybe Bauer wants to provide free abortions to the poor while he's at it so they quit showing up in his state like the mangy animals they are, or gas a few disabled children to save money for the state.
